Don't worry about it, they are very slow to leaf out after the weather warms up. You won't have leaves until later in June, and blooms come in July. I went through this with my Rose Of Sharon, too, in a similar area (Western upstate NY). Just be patient, it'll be fine.
Reply:We live in N. Mass and one of our Rose of Sharon's started flowering while the other shows nothing yet because it gets less sun. Be patient - we do nothing to ours and it always comes back every year. It just takes time and is particularly slow this year.
Reply:We live further south of you but we have found fertilizing with fish emulsion works wonders for them every spring. Follow the directions as you can over do it.
Reply:The branches always seem a little weird, almost hollow in a sense. Rose of Sharon require little maintenance so if it is still alive you really only need to prune it to shape. I usually also pull off dead flowers to encourage new blooms. I sometimes collect the seeds and share them with friends.
